Student loans can be used for anything related with campus. Grants can be used only for tuition expense but loans can be used for any purpose. See whatever student loans left after applied to tuition, is for yourself to spend on whatever you like to. Through no mean they know where you are spending your money. Student loans can be used for tuition and off-campus expense.
For confirmation you should ask to your lender where you are taking student loans for living expense whether it covers off-campus loan. As far as I am concerned it would be more expensive for you. You can take student loans for living expense but while you are taking be careful about interest rate, repayment option and other requirements. It requires cosigner, so arrange cosigner for approval of loan.
